What Can Go Wrong Is Going Wrong: A COP30 Field Guide From Brazil

If there were ever a time and a place to face the climate crisis with clarity and courage, it is COP30 in Belém, Brazil. The Amazon’s gateway city will host leaders as the world reels from its warmest year on record, mounting extremes on land and sea, and an ever-shrinking budget of time and carbon. The science is unambiguous: 2023 registered approximately 1.45°C above pre-industrial temperatures, ocean heat set record highs, and the remaining carbon budget compatible with a 50% chance of holding 1.5°C is now measured in only a handful of years at current emission rates.

Brazil’s story captures both peril and possibility. Deforestation in the Brazilian Amazon fell significantly in 2023 even as clearing rose in the Cerrado; drought has strained hydropower and fueled fires in the Pantanal; and yet the country also sits atop some of the world’s best wind and solar resources, with a skilled industrial base and vast potential for restoration led by Indigenous and local communities. COP30 can be Brazil’s moment to help the world pivot: from incrementalism to implementation, from pledges to proven pathways, from delayed transitions to a just and fast one.

Below is a concise, science-grounded field guide: first, 20 ways the climate crisis is going wrong; then 10 practical, financeable steps to reverse the trend. It is designed as a resource for negotiators, policymakers, cities, businesses, Indigenous leaders, and civil society shaping outcomes in Belém.

Twenty ways the climate crisis is going wrong

1) We are already deep into dangerous warming. The last decade averaged around 1.2°C above pre-industrial levels and 2023 hit about 1.45°C. Heat records fell across continents, and marine heatwaves intensified, supercharging storms and bleaching coral reefs. This is consistent with the physics: every tenth of a degree compounds risk.

2) Emissions are still rising. Fossil CO2 emissions hit a new high in 2023, and total greenhouse gases remain on an upward trend. At current rates, the remaining carbon budget consistent with a 50% chance of limiting warming to 1.5°C may be exhausted within this decade. Delayed peaking means steeper cuts later.

3) Fossil fuel expansion continues. Despite the COP28 call to transition away from fossil fuels, new oil and gas approvals and infrastructure are moving ahead worldwide, including in deepwater “carbon bomb” projects. Expansion today locks in tomorrow’s emissions and creates stranded-asset risk that can destabilize economies.

4) Methane concentrations are surging. Methane, a potent short-lived climate pollutant, continues to rise due to fossil fuel operations, agriculture, and waste. Persistent leaks, flaring, and venting from oil and gas, together with enteric fermentation and rice emissions, drive near-term warming and ozone-related health harms.

5) Forests are losing resilience. While Brazilian Amazon deforestation fell in 2023, forest degradation and clearing continue across the Amazon basin and are rising in the Cerrado. Droughts, fires, and fragmentation are weakening the Amazon’s moisture recycling and increasing the risk of crossing dieback thresholds.

6) The ocean is absorbing record heat and rising faster. Ocean heat content reached record levels, accelerating sea-level rise via thermal expansion and ice melt. Marine heatwaves imperil fisheries, food security, and coastal ecosystems that shield communities from storms.

7) The cryosphere is collapsing. Glaciers are retreating at record rates, snow cover is shrinking, and ice sheets in Greenland and parts of Antarctica are losing mass. These changes commit the planet to long-term sea-level rise and threaten water supplies for hundreds of millions.

8) Hydrological extremes are intensifying. The same physics that amplifies heat intensifies both drought and downpours. Brazil has felt both: the Amazon experienced severe low flows, the Pantanal has seen extreme fire seasons, and southern Brazil suffered devastating floods in 2024. Infrastructure designed for a stable climate is being overwhelmed.

9) Coral reefs are bleaching globally. The world entered its fourth mass coral bleaching event in 2023–2024, with widespread mortality in multiple basins. Reefs support fisheries, tourism, biodiversity, and storm protection; their decline is a profound loss with cascading socioeconomic impacts, including along Brazil’s coast.

10) Biosphere feedbacks are strengthening. Permafrost thaw, peatland fires, forest dieback, and weakened carbon sinks can release additional greenhouse gases, making future mitigation harder. Portions of the southeastern Amazon have already shifted toward net carbon emissions in some seasons.

11) Food systems are stressed. Heat and drought reduce yields in key crops; floods destroy harvests and infrastructure. Brazil’s soy, maize, coffee, and sugarcane belts face shifting agroclimatic zones. Heat also reduces labor productivity and increases post-harvest losses.

12) Climate change is a health crisis now. Heatwaves are increasing mortality and morbidity; vector-borne diseases such as dengue are expanding their range and season; smoke from fires worsens respiratory and cardiovascular outcomes. Health systems are stretched by concurrent hazards.

13) Cities are on the front line. Urban heat islands exacerbate extremes; informal settlements face landslides and floods; drainage systems are inadequate for cloudburst rains. Low-income communities and outdoor workers bear disproportionate burdens.

14) Energy security is vulnerable. Drought undermines hydropower, raising costs and reliance on fossil backup that spikes emissions. Without diversified renewables, storage, and demand flexibility, reliability risks grow under climate volatility.

15) Finance is misaligned. Fossil fuel subsidies remain substantial, and the cost of capital for clean energy in many emerging economies is multiple times that in advanced economies. The result: slower deployment of proven solutions where they are most needed.

16) The adaptation finance gap is widening. Needs in developing countries are several times larger than current flows, and Loss and Damage finance is only beginning. Underfunded adaptation undermines trust and leaves communities exposed.

17) Insurance is retreating from risk. As climate extremes intensify, insurers raise premiums or withdraw coverage, shifting risk to households and governments and threatening credit ratings and investment.

18) Carbon market integrity is uneven. Low-quality credits—especially where baselines are inflated or leakage is unaddressed—undermine trust and delay real decarbonization. Unresolved Article 6 rules and weak governance in voluntary markets create uncertainty.

19) Misinformation and policy whiplash set us back. Disinformation campaigns erode public support, while policy reversals tied to political cycles deter investment. This uncertainty is costly for businesses and communities planning long-term.

20) Justice gaps persist. Indigenous Peoples, Afro-descendant communities, women, and youth are disproportionately impacted, yet underrepresented in decision-making. Illegal mining and land grabbing threaten lives and nature. Without justice, transitions stall.

Ten things we can do now to reverse the trend

1) Lock in an Amazon-Cerrado-Pantanal protection compact with finance and enforcement. Brazil can lead a regional pact for zero deforestation and forest degradation well before 2030, backed by stronger law enforcement, supply-chain transparency, and positive incentives for conservation. Demarcate and protect Indigenous territories, expand protected areas toward 30% by 2030, and provide sustained payments for ecosystem services to forest stewards. At COP30, secure concessional funding and debt-for-nature swaps that scale these efforts across the biome.

2) Commit at COP30 to a global fossil fuel phaseout with just transition support—and align Brazil’s energy strategy accordingly. Build on the COP28 “transitioning away from fossil fuels” language by setting timelines to peak and decline oil and gas production, ending new exploration, and phasing out subsidies. Brazil can publish a just transition plan for Petrobras and oil-dependent municipalities, using fiscal tools and international finance to diversify into clean energy, manufacturing, and restoration jobs.

3) Triple renewables and double efficiency by 2030, with grids ready for variability. Translate the COP28 targets into national investment plans: accelerate utility-scale and distributed solar and wind in Brazil’s Northeast and South; modernize and interconnect grids; deploy storage and demand response; electrify low-temperature heat; and set top-tier efficiency standards for appliances, motors, and buildings. The cheapest, cleanest electron is the one never used.

4) Slash methane fast across oil and gas, agriculture, and waste. Mandate leak detection and repair, end routine flaring, and require continuous emissions monitoring in the energy sector. In agriculture, restore degraded pastures, spread integrated crop-livestock-forestry systems, test and scale proven feed additives that cut enteric methane, and improve manure management. Capture landfill gas and expand organic waste diversion. Methane action delivers rapid climate and health benefits.

5) Transform cattle, soy, and rice systems to produce more with far less land and emissions. Brazil can meet demand while halting deforestation by boosting productivity on existing lands, adopting deforestation- and conversion-free supply chains, using nitrification inhibitors and precision fertilizer, upgrading rice water management, and investing in agroforestry that buffers heat and drought. Public procurement and procurement by major buyers should require traceability and climate performance.

6) Restore nature at scale—with local leadership and durable finance. Deliver on and exceed Brazil’s 12 million hectares restoration target by 2030: riparian forests to secure water, mangroves and coastal wetlands for storm protection and blue carbon, and degraded lands to reconnect habitats. Finance with a mix of domestic funds, concessional loans, biodiversity credits with robust integrity, and outcome-based payments. Ensure benefits flow to Indigenous and local communities that lead restoration.

7) Build climate-resilient water and cities. Protect headwaters and wetlands that regulate flows; diversify water sources; deploy drought contingency planning; and design reservoirs and operations for variability. In cities: plant and protect urban trees, expand cool and reflective surfaces, upgrade stormwater systems, and create safe corridors for evacuation and emergency services. Plan managed retreat from the most exposed areas with full rights and support.

8) Put health and social protection at the heart of climate policy. Develop and fund heat-health action plans, early warning systems, and cooling centers; build climate-informed surveillance for dengue and other vector-borne diseases; improve indoor air quality; and protect outdoor workers with heat protections. Expand adaptive social protection to stabilize incomes after climate shocks, and invest in reskilling programs to accelerate a just workforce transition.

9) Mobilize fair, affordable finance at scale. Reform multilateral development banks to offer more concessional and blended finance, scale guarantees to reduce the cost of capital, operationalize the Loss and Damage fund with predictable resources, and create new facilities for subnational projects. Use debt swaps tied to climate and nature outcomes, and build robust pipelines of bankable projects in forests, renewables, resilience, and clean industry. Finance must be accessible to local governments and community enterprises, not only large corporates.

10) Hardwire transparency and integrity. Implement near-real-time, satellite-enabled monitoring of land use and emissions; adopt standardized, audited corporate climate disclosures; and build anti-corruption safeguards for all climate spending. Under Article 6, insist on conservative baselines, robust additionality, and transparent registries to ensure carbon markets complement, not replace, rapid decarbonization. Empower civil society, Indigenous organizations, and youth to track delivery and hold all actors accountable.

What success at COP30 looks like

A successful COP30 in Belém will convert the world’s first Global Stocktake into an action agenda that closes the ambition and implementation gaps by 2030. That means:

- NDCs 3.0 that align with 1.5°C pathways, peaking global emissions immediately and halving them by 2030, with credible sectoral plans and social protections.
- A clear, time-bound commitment to phase out fossil fuels, with the largest producers and consumers leading, and with just transition finance in place.
- Detailed roadmaps to triple renewables and double efficiency by 2030, with landmark deals that remove barriers to clean energy in the Global South.
- A fully funded, operational Loss and Damage fund, and a scaled-up adaptation finance target that reflects real needs.
- A high-integrity framework for Article 6 that raises, not lowers, environmental integrity and ambition.
- A Brazil-led forest compact that locks in the Amazon, Cerrado, and Pantanal as global climate stabilizers, backed by durable finance and community leadership.

Brazil can help move the world from “is going wrong” to “will go right.” It has the science, the institutions, and the moral authority of forest guardians to lead a just acceleration. The rest of the world must meet that leadership with finance, technology, and solidarity. There is still one Earth, and still one chance—if we take it.
